Types of Motions

- Main Motions
- Original main motions
- Introduce a new subject
- Must pose a substantive question
- Incidental main motions
- Proposes action defined by parli-pro (ex)
- Limit the length of speeches
- Recess
- Further steps in a matter with previous involvement
- Adopt—committee recommendations that weren’t referred
- Ratify—emergency action that was taken without quorum
- When not in order
- Conflicts with
- Federal, state, or local laws
- Constitution and By-Laws
- Presents substantially the same question as a motion already rejected at that meeting
- Conflicts with a previously passed motion—you may, however
- Rescind the previous motion
- Amend something previously adopted
- Reconsider the previous motion (in the same session)
- Subsidiary Motions
- Take precedence over main motions
- Assist assembly in treating or disposing of main motions
- What are they? (in order of precedence)
- Postpone indefinitely
- Can only be applied to the main motion
- Cannot itself be tabled or postponed definitely—unless attached to main
- Requires a simple majority to pass
- Debatable
- If passed—main motion is killed for the current session
- Used if a member doesn’t think the assembly should give an opinion
- Amend—most widely used
- Passage merely changes the wording of the main motion
- Loss—simply leaves the main motion "as is"
- Must be germane to the main motion—no new subject matter
- The first amendment is the primary amendment
- It can be amended—this is secondary
- The secondary amendment cannot be amended
- Cannot themselves be committed, postpones definitely, or tabled
- Debatable—confine to the desirability of amendment (germane)
- Only one primary and one secondary amendment on the floor at a time
- Passes by majority—even if the main motion requires a 2/3 majority
- Can be reconsidered
- Those that are out of order
- Not germane to the question
- Make the motion opposite of the original intent
- Make motion identical or contrary to one already considered this session
- Can’t change form of primary amendment (chg strike to insert)
- Can’t convert parliamentary motions (postpone to 2 to "strike 2")
- Can’t strike enacting words like "resolved"
- Frivolous or absurd
- Incoherent or no rational proposition
